Submission & evaluation process
Scope of the Call and priority Areas for Collaboration
The range of activities recommended for collaboration under LEAP-SE will focus on 7 identified multi-annual roadmaps (MARs) presented in the call and also on the LEAP-RE thematic priorities:
• Assessment of Renewable Energy Sources and integration of RES in sustainable energy scenarios;
• End-of-life and second‐life management and environmental impact of RE components;
• Smart stand‐alone systems;
• Smart grid (different scales) for off grid application;
• Processes and appliances for productive uses (agriculture, mobility and industry);
• Innovative solutions for priority domestic uses (clean cooking and cold chain);
• Production and utilisation of Green Hydrogen.
Submission and evaluation procedures are detailed in the Call text available on the LEAP-RE website.
Submission procedure:
LEAP-SE is a two-step application and the proposals should be submitted on the dedicated submission platform. The documents for the call are available on the LEAP-RE website.
It is highly recommended to submit the final version of the pre / full-proposal well in advance of the deadline to avoid any last-minute technical problems. Requests for extensions of the deadline due to last minute technical problems will not be considered.
Evaluation procedure:
A two-step evaluation procedure will apply, for the pre-proposals (step 1) and the full proposals (step 2) respectively.
Evaluation stage 1: Pre-Proposals
Each eligible pre-proposals will be allocated to at least two International Review Panel (IRP) experts but most of the time three IRP experts designated according to their expertise relevant for the topic of the pre-proposal.
Pre-proposals will be assessed based on the three main evaluation criteria: 1) Scientific excellence; 2) Impact and 3) Quality and efficiency of the implementation.
The detailed evaluation sub-criteria are available on the call text. In case of strong disagreement between the individual scores by the IRP experts allocated to a pre-proposal (differing 6 or more points between the lowest and the highest individual total scores), the evaluation panel will have a consensus meeting to discuss and agree on the score for each of the three main evaluation criteria in the range of 0–5, resulting in a total score in the range of 0–15.
A ranking list will be developed for each multi-annual roadmaps (MAR) with pre-proposals having an average or consensus score at or above 3 for all the three evaluation criteria and a total average or consensus score at or above 10.
7 ranked lists (one per MAR) of pre-proposals will be produced by the IRP based on the final scores. The selection of pre-proposals for the stage 2 will be decided at a Call Steering Committee consensus meeting to finalise the stage 1 pre-proposal assessment. A list of eligible proposals of high quality will be invited to submit a full proposal for Stage 2.
Evaluation stage 2: Full-Proposals
Each full proposal will be evaluated by the International Review Panel based on three main evaluation criteria listed above . The IRP will consist on at least three members, up to four members for projects of high complexity.
The IRP will meet at the panel meeting to discuss all proposals, to produce an assessment report for each full proposal and to rank the lists of full proposals to be considered for funding by the funding organisations. 7 ranking lists (one per multiannual roadmap) will be established for eligible full proposals with overall score of 10 or above and with all the main evaluation criterion scores of 3 or above. Proposals not meeting the thresholds will not be recommended for funding by the IRP.
All proposals will be evaluated together (i.e. the multiannual roadmaps will not be treated separately) by the same International Review Panel.
